Clark hails legislation to overturn wrongful convictions

In 1983, Kenneth Waters was wrongfully convicted of murder and sentenced to life in prison. His sister Betty Anne Waters, motivated to prove his innocence, went back to school and earned a bachelor’s degree, masters degree, and finally a law degree. After 18 years, her tireless efforts helped secure DNA testing that led to his exoneration and release from prison at the age of 47.
